Member of all courts of the State of California and also duly admitted to the United States District Court for the Eastern, Central and Northern Districts of California and 9th Circuit Court of Appeals.
Mr. Collins received his Bachelors Degree in business administration with major degree conferred in economics from Pennsylvania State University in 1973. He received his Juris Doctorate from Delaware Law School in 1983. Mr. Collins was admitted to the California State Bar in 1983.
1976 – 1980: Real Estate appraiser for Assessor of Stanislaus County. His duties were preparation of real estate appraisals for residential and agricultural properties for purposes of taxation.
Summer of 1981: American Law Institute where he briefed cases for 1981 pocket parts to The Restatement In The Courts;
Summer & Fall of 1982: Community Legal Aid Society in Wilmington, Delaware. Mr. Collins worked in the social security disability unit which included interviewing clients, preparation of medical evidence, legal research and representation of clients in social security administrative hearings and preparation of appellate briefs for Federal District Court.
1983 – 1986: Law Clerk for the Honorable Joseph W. Hedrick, Jr., United States Bankruptcy Court for the Eastern District of California, Modesto Division. His work consisted of preparation of legal research, drafting of matters under submission; preliminary review of court orders and judgments, liaison to bench and bar on procedural matters, and maintenance of law library.
1986 – 1987: Johnston & Collins where he specialized in bankruptcy law, with emphasis on Chapter 7 and Chapter 13 cases.
1987 – 2004: Altman & Collins LLP; and Altman, Collins & Gross. As a partner, Mr. Collins represented a broad range of clients as debtors, creditors, and bankruptcy trustees in complicated liquidation and reorganization bankruptcy cases.
2005 to present: Mr. Collins has over 32 years of extensive practice in the areas of Debtor/Creditor Rights, Bankruptcy Law, Business Reorganizations and representing Chapter 7 Trustees before the Bankruptcy Court, the Bankruptcy Appellate Panel for the 9th Circuit and the 9th Circuit Court of Appeals. As a sole practitioner, he continues to emphasize a law practice in the representation of debtors, creditors, and bankruptcy trustees in complicated liquidation and reorganization matters in Chapter 7, 11, 12 and 13 cases. Mr. Collins has served as a participant and guest speaker on bankruptcy issues at several Eastern District of California Judicial Conferences. In addition, Mr. Collins has been selected and is an active member of the Bankruptcy Court’s Dispute Resolution Panel. Mr. Collins also serves on the Local Rules Advisory Committee for United States Bankruptcy Court for the Eastern District of California.
